West highland terrier health problem?

my west highland terrier has lumpy skin all over his body and is breathing really heavy and keeps barking at me and everyone else in a high pitch bark. his heart rate seems really high as well does anyone know what this might mean? we have another westy that is fine so i know it isn't contagious. plus we feed him all the stuff the vet says we should and he cant figure it out either.
